Hotels

As of last night there was still space at these relatively cheap hotels that are close to the conference:

Hotel Residence Chatillon - 50 to 60 Euros for a single. Only 1 room left at this price. There are two Hotel Chatillon's. Residence Chatillon is the cheap one. I booked a room here.

Formule 1 Port de Chatillonis cheapest, but has only a washbasin in the room. There are shared showers and toilets. 39 Euros a night.

Etap Port Orleans is outside the ring road, but there's a pedestrian ridge over it according to Google maps. Around 62 euros.

Le Clos d'Alésia, is around 65 Euros. Don't confuse with the Hotel Alésia Montparnasse which is (much) more expensive, and further away (not cross checked - it's what I remember though.)

Hotel Tipi is further away than most of these, but reasonably priced at 65 euros. Apparently no internet acess, but cross check with other sites.

I don't think that any of these offer breakfast as part of the price, and internet access is extra.
