Can't Complete Ticket Purchase

Hi Guys,
I want to buy 2 tickets, one for myself, and one for my colleague, and I can't complete the purchase. First problem: I can't buy more than one ticket in a single transaction. Second problem: when I try to pay, my only option is paypal (which is ok by me), but Paypal gives an error "Merchant Cannot Accept Payment Now".

Yup!
"This recipient is currently unable to receive money"......... I'd love to make the Early Bird discount, but it's not letting me! I'd also love to vote on sessions, but can't! I wanna go!!! :-)
